PAPER: Rock Creek Park Predator Interviewed by Police Investigating Levy Death Thu May 23 2002 12:52:01 ET

D.C. Metropolitan Police Department officials investigating the death of Washington intern Chandra Levy have interviewed a man serving a 10-year prison sentence for attacking two women in Rock Creek Park last year, ROLL CALL DAILY is planning to report on Thursday.

MORE

D.C. Metro Police investigators have "talked to" Ingmar Guandeque, who was arrested in July 2001 after attacking two females (one in May and one in July) who were jogging along the Broad Branch trail in Rock Creek Park. Levy's decomposed body was found Wednesday along the Broad Branch trail in a heavily wooded area.

A second official close to the Levy investigation said that while Guandeque was interviewed after Levy's disappearance last year, investigators are now taking a closer look at him since the intern's body was discovered.

"Clearly there are some coincidences and links -- just because of the proximity of where he [committed his crimes]," said a source close to the investigation.

ROLL CALL's Amy Keller reports: Guandeque, who lived on the 1400 block of Somerset Place Northwest, was arrested last summer and sentenced in February 2002 to two concurrent terms of 10 years' imprisonment for a pair of assaults of female joggers in the Broad Branch section of the park.

The first attack occurred in mid-May 2001, at 6:30 p.m., about two weeks after Levy disappeared. In that case, Guandeque came upon an unnamed female jogger, attacking her from behind while brandishing a knife.

In the past Condit had allowed her to use his frequent flyer miles to go home to visit her family. That's why, (IMHO), there's a lot of speculation that she had met him, (or believed she was going to meet with him), to get a ticket from him for her trip home.

Thanks -- I didn't know about the frequent flyer miles. According to the timeline linked at #87 above, Condit told Connie Chung that Chandra told him on April 28 that she was going to take the train home. Obviously not true, or she would have told her parents when she e-mailed them on May 1.

Fourth, why wouldn't she have put her cell phone in the backpack since she had been trying to get hold of Condit frantically all day?

Good question. Guess she had no further need for it.

If you read Chandra Levy's bio, she was not exactly a push-over. In high school, she completed a wilderness program (when boys dropped out), she joined the Explorer Scouts Police Program, where she served as an undercover agent to catch retailers selling alcohol to youngsters, she kept in shape and she was nobody's fool. Maybe, according to your theory, she was the unlucky one, but I tend to think otherwise. There are too many loose ends to blandly assume that she simply went jogging that day, in an area she needed to look up on a map, with her bags packed, "some great news" for her aunt, and after having made numerous phone calls to a certain congressman, surfed the government websites of his committees -- and then randomly met her death at the hands of a serial rapist who returned to the area twice to repeat the crime (and failed) with her body lying nearby.

Agreed. The only way that a random killing (e.g. Condit not involved in some way) makes sense to me is if the death occurred "accidently" during an assault.

"Accidently" = head striking paved walkway, etc.

Something else that would refute the idea that Chandra just got a wild hair and decided to go for a jog in the park. She was extremely security conscious. It took her a long time to decide on her apartment and she made sure it not only had security doors, but a full time attendant in the lobby for security.

Also, at the time Chandra disappeared, Condit had no idea that anybody knew that they had been having an affair. He always made her leave her ID at home and he often wore a disguise, (dark glasses, baseball cap), when they went out, (which was rare). Anne Marie Smith verified this same behavior pattern. Condit always told her that if she told ANYBODY about him that it would be over, period! But Chandra slipped and told Linda Zamsky his name one day accidentaly while describing "her guy", and how his staff answered his phone. She said his name. Afterward she told her aunt lots of other stuff. She also told her friend Sven, (and before anybody gets started on Sven, he passed a lie detector test and has produced proof - credit card receipts, etc. that show he was in Europe at the time she disappeared), about Condit and said that she was determined to make it work. She wasn't going to let another one get away and she was thinking of confronting the situation and forcing his hand. Sven didn't give her any advice according to him, but just listened to her and told her to be careful.

I doubt the body was dumped from either Grant or Broad. Look at those contours(those are 10 foot contours, meaning that each line represents a 10 foot change in elevation), the blue dot is good bit up a steep slope, at least 30-40 feet higher than the road, unless one approaches at an angle, but then the distance is almost as much as from the trail. Now look at that trail, between it and the blue dot is a much more gradual down slope. Also, close to the trail is Glover Road and a side road(likely good for parking a car and accessing the trail) along the ridgetop. A far better place to park and not draw as much suspicion, and much easier to drag or carry a body downhill than up.

So if the body was dumped, it likely happened from above. Perhaps a car goes up there late at night, parks off of Glover or the side road, then a couple takes the body and dumps it when they don't hear anything coming. Even if a patrol car comes upon the car while they are away(since the park is closed at night), the couple could emerge and pretend to be adventorous lovers(and the park seems notorious for George Michael type encounters) with little risk of too much inquisition(why would a park cop want to risk a harrassment of gays charge?).

OTOH, she could have been walking the trail(she had free time, several decisions to make, perhaps doing some exploring in her final days in DC to relax and do some contemplation), when confronted by an attacker, made the mistake of running into the woods to the west of the trail, and was cornered caught on the edge of the dropoff. Or perhaps the attacker drug her there(about 50-70 feet below the trail, 200 yards away) and murdered her.

Or perhaps she went to meet Gary or an associate, say at the Nature Center(the loop and side road just off of Glover). He/she/it/them then suggested they take a walk, and headed down the trail. Then a suggestion(lots of possibilities here) that they leave the trail and head west, and at or near the final resting place she is murder and then dumped. Perhaps Gary in a heat of the moment rage(which I tend to doubt, too hard to not show some visible sign that something is wrong later in the day if it was unplanned), or more likely someone doing his dirty work.

He did tell Connie Chung that on the 28th she told him she was going to take a train home. But previously he had told investigators he hadn't spoken to her since, (I think), the 23rd. Later he said that he had spoken to her on the 28th. So which is it Gary?

I>But, a woman who lives in the area said that the area was not good for jogging and that it was hardly ever used for running because the paths were uneven and not entirely cleared./I>

Yes, intersting. She was assaulted/killed in another area and the body was hidden here. In broad daylight, no witnesses? Hmmmmm. Not likely. The "serial assaulter" theory doesn't hold up. Much more likely that an arrangement had been planned and executed, and the body was dumped where it was found this week. Possibly after the infamous "search" of the park, wherein the illustrious DC "police" performed their best search effort, which revealed nothing (to be expected).

[Chandra would not have paged Condit over and over and over again that day and then left her apartment without her cell phone. And certainly not for an 8 mile run. She wouldn't have risked missing his call. The only plausible reason for her leaving her apartment without taking her phone with her is that she was planning on seeing him.]

Most of what's being posted ignores all Chandra's and Condit's behavior prior to and after the disappearance. Most of it just looks at the park location and the predator's history. Once you factor in all the behavior of all the parties, it is very unlikely that Condit was not involved in her death.

I agree.

"Gary told me this woman I was supposed to call, who was a member of his staff at the time, would know exactly which documents in his office to destroy and how to get rid of his body.

Shouldn't be hard to narrow the list of his female staffers during the time period she referenced.

Enter the disturbed mind of the sexually motivated murderer. Its all about putting fantasy into 3-d.

At first, I thought you were talking about Condit.

At this point I am not really buying into the guy that is sitting in jail did this. Condit's lawyer knew about this guy last summer and even brought it up on Larry King Live. It just surfaced again because of Condit's lawyer bringing it up again. Of course the police have to check into it since the remains have been found, but something tells me that the police know more than what they are saying. The chief was asked by a reporter about the comments that Condit's Lawyer made about this guy sitting in jail now and the chief told the reporter that Condit's lawyer better check into things a little deeper and get his story straight or something to that effect. I got the impression that the police do not think that the guy that is sitting in jail now is the prime suspect. I bet they have something and they need the second part of it to nail Condit. Maybe they are hoping the remains will produce that second part. We can only hope that they took some fiber or debris samples from Condits apartment, maybe they have a pair of shoes that had dirt on them or they found rope at the scene and also found it at Condit's. Of course all this has to go through forensic's first. But we do not know what all they found yet or what they are hopig to find. Only time will tell and you bet they are going over this with a fine tooth comb as they have an expert from the Smithsonian there with them gathering evidence.
