PAPER: Rock Creek Park Predator Interviewed by Police Investigating Levy Death Thu May 23 2002 12:52:01 ET

D.C. Metropolitan Police Department officials investigating the death of Washington intern Chandra Levy have interviewed a man serving a 10-year prison sentence for attacking two women in Rock Creek Park last year, ROLL CALL DAILY is planning to report on Thursday.

MORE

D.C. Metro Police investigators have "talked to" Ingmar Guandeque, who was arrested in July 2001 after attacking two females (one in May and one in July) who were jogging along the Broad Branch trail in Rock Creek Park. Levy's decomposed body was found Wednesday along the Broad Branch trail in a heavily wooded area.

A second official close to the Levy investigation said that while Guandeque was interviewed after Levy's disappearance last year, investigators are now taking a closer look at him since the intern's body was discovered.

"Clearly there are some coincidences and links -- just because of the proximity of where he [committed his crimes]," said a source close to the investigation.

ROLL CALL's Amy Keller reports: Guandeque, who lived on the 1400 block of Somerset Place Northwest, was arrested last summer and sentenced in February 2002 to two concurrent terms of 10 years' imprisonment for a pair of assaults of female joggers in the Broad Branch section of the park.

The first attack occurred in mid-May 2001, at 6:30 p.m., about two weeks after Levy disappeared. In that case, Guandeque came upon an unnamed female jogger, attacking her from behind while brandishing a knife.

Yes the road is a residential road that runs on the edge of the park. Broad Branch Road has a creek that runs along it, but the Grant Road side does not. I think she was dumped here OR she was running from her attacker from inside the park. The majority of her remains where found about 100 yards from the intersection of Broad Branch Road & Grant Road inside the perimeter of the park. People need to pay attention to the location and how the remains where found. Were they scattered between the foot trail and the area where the majority of her remains where found? Look how far the location is from the foot trail. Were the the remains spread out in an area that is more contained and on the same level of slope as the majority of her remains were found. They way I see it anything could have happened at this point until the press or police release more information. Was she stabbed? Was she shot? Did she die from a blow to the head? Where are the keys...? Remember her apartment was very clean, hardly any fingerprints were found and no memento of any kind was found in her apartment that pertained to Condit! It has been said many times in the media that her apartment was wiped clean or appeared that way when it was in inspected.

Thanks for the additional info. You and others here know a lot more about this case than I. I agree that it would have been odd to pack herself up 5 days in advance or even to clean the apartment up that far ahead of time.

If I had to guess, the perp took the keys to go remove any traces of Condit from her apartment and now they will conveniently turn up in a place that will incriminate the already incarcerated man that attacked two tall blondes.

Do I sound a little cynical? I just watched Condit lie and lie and lie for months.

The lie about the car was incredibly stupid, and why? He obviously had a reason he didn't want anybody to know he owned a car in DC. What could that be. What it couldn't be is anything good!

My understanding is that they were all small women. You ever heard of crime scene A, Crime scene B? If he want's to sexually assault live women, he's not going to kill them right away. In fact, most of the "fun" is the part where they are overpowered and scared. You know, the part where you gain compliance by holding a knife to someones chin and keep them from screaming by covering their mouth. It's AFTER you subdue and rape them that you shut them up for good.

Exactly.

Why would a sexual predator kill the victim immediately unless he was a necropheliac.

A few additional points. It is possible that she was going there to jog or go for a walk. She could have taken a cab to the mansion and then went for a jog or walk from there. It appears to be only about a mile from the mansion to the location where her body was found. It is a long way to go from Dupont Circle but a fairly short cab ride. Cabbies tend to mind their own business. Unless their fare sticks out for some reason I doubt that they would remember every fare they picked up. It was several days and possibly a hundred fares later before she was reported missing.

The predator that is being looked at now made up a bogus story about the walkman. Would he rather be charged for attempted robbery and assault or sexual assault? The fact that the two women wore walkmans is a common thread but it makes them easier targets. If Chandra was wearing one she would have been an easy target (in the assailant's eyes) as well.

The fact that her body was found a good distance from the path makes sense as well. If someone wanted to rape someone wouldn't they try to drag them someplace secluded? It was a few hundred yards away from the path at most - not miles.

On the issue of the backpack - I have heard no details as to exactly what this backpack was. I doubt that it was a full-size pack for camping so that leaves a day-pack. Some of them are very small - just large enough for a jacket in case of rain or if it gets cool, a set of keys, some cash (for the cab ride ther and probably back as well), a map (for the trails that I doubt she memorized prior to leaving), energy bars, etc. If she was going someplace that she was unfamiliar with and planned to make an afternoon of it that makes sense.

The description that I heard from the police interviews with the media described the body as being on the ground - not buried in it. From what was said it seems as though it was picked over by animals and was covered with debris. In dense woods it doesn't take long for a lot of debris to accumulate. Also, since the body was on a hill erosion would explain what dirt was covering some of the skeletal remains.

If the predator that they are looking at is responsible for Chandra's death then the two other women were extremely lucky - if they hadn't gotten away they might not be here today either. The other young women that was murdered in that area in 1999(?) could have been killed by the same person. Additionally, there could have been other woman that got away from this guy but never reported it for one reason or another. And there could have been woman that were assaulted and let go but did not go to the authorities (this is not unheard of). If that is the case and he was responsible for Chandra's murder, maybe she put up a huge struggle once he got her to a secluded spot and ended up killing her when his original intent was to let her go after he had raped her. Also, the idea that this guy would never try to attack another woman in the same area where he (based on current speculation) murdered one of his victims (Chandra) does not, in my mind, seem out of the question. Anyone that could commit these types of crimes is not right in the head to begin with so why should I suppose that they would act rationally?

All of that said, the DC police are completely incompetent and Ramsey probably enjoyed all of the publicity surrounding Condit. It took most of the media attention away from their incompetence and put it on Condit.

The fact that they were unable to locate the body when they first looked does not surprise me at all. They couldn't find a Chin in a Chinese phone book. According to an article in the Washington Times last year 60 percent of murders go unsolved in DC (I could be off on that figure but I do recall it was very high and that number sticks in my mind). I also have a scanner and occasionally listen to the DC police channels. The amount of criminal activity is mind bogling.

At first I was a little puzzled at how someone who worked (interned) with the Bureau of Prisons would be naive enough to go jogging alone in Rock Creek Park. One would think that they would become aware that there are people out there that are not very nice. Then again, just look at her relationship with Condit.

I am not saying that this is definitely the guy, but nothing that I have seen or heard is inconsistent with that theory. I don't have all the facts and neither does anyone else (at this point neither do the police). Of course there is always the possibility that Condit did have something to do with it. I still think he is a complete scumbag and deserves everything that has gone his way as a result of her disappearance and now murder.

If the solution to a crime appears obvious, it is often because somebody has engineered it to appear so.

Yes.

I think we can rule out shot or stabbed. Her clothing has NO visible blood on it. Forensics might be able to find some traces of blood, but it stains terribly and rain alone wouldn't wash away all visible traces.

Which increases suspicion that the guy in jail that USED A KNIFE BOTH OTHER TIMES probably isn't our guy. If he used a knife twice before and had attacked Chandra, he most likely would have used a knife again wouldn't you think?

I have lots more but I didn't want to fill up the whole thread with old stuff :)

The Levy/Condit scandal is how I found FR. Ask my family, I was a little obsessed with the story. They all called me at work yesterday to find out if I had heard that she had been found! My boss called me from Boston to see if I had heard. LOL at me!!

Oh Grrr... Geragos is on Greta now... Being stupid, and she is letting him. She asked Geragos to provide Condit's timeline between 1-11PM on May 1st, and Geragos said Condit was cleared, he already released a timeline in print, and that it could hinder the police investigation by releasing Condit's timeline.

Let me go over that point by point.

1. Condit has not been cleared or accused.
2. The timeline Condit released stated that after his meeting with Dick Cheney, he didn't return to the office until 3:30PM. The meeting ended at 12:55PM.
3. If Condit is not involved, how could releasing the fact that he was meeting with staffers, having lunch, getting his hair done, or whatever, hinder the case?

I can not believe Greta let him get away with this. Everything Geragos said was blatantly a lie or wrong on the face of it.

Chandra would have been the first victim, the only one killed then the other two left alive....

I don't think serial killers work this way. Once they graduate to killing, only killing satisfies them. Could be that Chandra was "accidently" killed, i.e. by fighting off an assault. But upon consideration of the totality of the facts, a premeditated death seems more plausible, IMO.

"...her skull had a crack."

That fracture may or may not be associated with her murder. Somebody may have stepped on her partially or completely decomposed head as they walked on that slope and not even realized what they'd stepped on, just kept walking. Lots of things go "crunch" in the woods, right? If an adult foot came down on a thin part of the skull, such as the temple, it could easily create a fracture, even if the skull were covered with debris and laying on top of fairly soft soil. As time passed, that skull was bound to become more brittle and even an animal, such as a large dog, could create a fracture line by gnawing on it. Just the same, my guess at this point would be the same as yours -- she got clobbered.

Yes, I may be right. Condit is a scumbag for sure, but he does not fit the type who would go out of the way to dirty himself by having his mistress killed or killing her himself.

Just go back to the interview Mark Geragoes gave Larry King last night, where he deliberately LIED about what his private Investigators told him concerning the fact that Chandra's body should surface in May, because it fit the pattern of a Serial Killer who got the other two girls!

This is not necessarily a brilliant prediction. Springtime. Winter rains/snows over. Foliage light. People getting out and about. Really the best time for "discoveries" of this sort.

Chandra was wearing tennis shoes.

No freaking way was she jogging/running to there from Dupont Circle. She might have started running back, upset after Condomdidit told her, Hey babe, take a walk on the wild site, I was only kidding about leaving Thumbelina. Which isn't implausible considering the timing - Moongirl was going out of town, Gary, seeing she was all too serious, decided it was a good time to dump her.

But no runner/jogger who owns a pair of running sneakers will go out running/jogging in tennies, and wearing a backpack to boot. The red sedan took her there, or perhaps (more likely, considering she was consulting an online map) a taxicab driven by somebody who for whatever reason will not come forward (he be da killah hisself?)

"Cabbies tend to mind their own business. Unless their fare sticks out for some reason I doubt that they would remember every fare they picked up."

I think it all gets logged. Their dispatcher knows where they make each pick-up and drop-off and when -- for everyone's physical and legal protection. If a cab stopped there, there had to be a record, unless it only appeared to be a cab.

Condit's Plan to Get Rid of Body (Full Transcript)

News/Current Events News Keywords: CONDIDIT MISTRESS BODY REMOVAL PLANS

Source: National Enquirer

A former mistress of Gary Condit has come forward with a bombshell revelation: The California congressman had a secret "fix-it" team to dispose of a dead body!

And now ex-mistress Susie Borges Rossi is going to tell all to the FBI, shedding new light on the dissapearance of Chandra Levy.

Susie told the Enquirer that Condit had a step by step operation in place to remove and hide his own corpse if he were to die while having sex with her in a hotel room, so that when the body was eventually found elsewhere, the sordid details of his death would never be discovered.

Condit had a paid operative whose job it was to removed and hide his body-- or his lover's-- in case of catastrophe.

Susie's shocking revelations are extremely revelant to the FBI because if Condit had a plan in place to dispose of a body, he could easily have had his fix-it team dispose of Chandra's body-- Permanently

"If he knows how to get rid of his own body, clearly he knows how to get rid of Chandra's body," said Susie, who had a three year affair with Condit that ended in 1991, and kept in contact with him until 1995.

"I have no doubt that he made Chandra dissapear"

The FBI has contacted several of Susie's relatives in an attempt to interview her about Condit, and as The Enquirere's investigative team found her she revealed that she will now come forward and speak to the FBI, despite being scared of Condit and his associates

But she may also find herself appearing before ad grand jury, because The Enquirer has learned that a federal grand jury is set to look into Condit's role in the Chandra case and subpoenas are being readied for important witnesses.

An FBI source told the Enquirer: "A number of Condit's aides, associates and former girlfriends can be expected to testify. This witness uncovered by The Enquirer Susie Borges Rossi, could provide critical information before a grand jury. The investigators have compiled a list of 33 women who have beeen 'associated' with Condit."

Susie told the Enquirer ina an exclusive interview: "On our first date, Gary slipped me his government issued business card. On the back was the number of a woman I was to call if Gary died while we were together."

Even though Susie found Gary's instructions bizarre and scary, she will never forget his words as he revealed his shadowy world.

"Gary told me this woman I was supposed to call, who was a member of his staff at the time, would know exactly which documents in his office to destroy and how to get rid of his body.

"He gave me a set of instructions to follow. First, he said: "DOn't phone anyone from the hotel room. Take some money out of my wallet, leave me where I lay, call a cab, and go to a pay phone far away.

" 'Then call the woman at that private phone number. She will know how to handle the press and what to do with my body before the police or press find out about me' "His exact words to me were: 'THis is a pirviate line for emergencies only. Don't call the police, the paramedics, 911, no one. Just call this woman. She's the one to call before anyone knows I'm dead. She'll take care of phoning people and take care of my body. You don't do anything. Just get away. Fast.'

"and go to a pay phone far away"

This from a man who drove to Luray, VA to call his OTHER mistress to tell her, (loosely quoted), "I'm in trouble, I may have to disappear for a while", from a PAYPHONE at the McDonalds.

Though the perp claimed to have been trying to steal their walkmans, he is merely lying. He clearly targeted women wearing walkmans since they were easier to sneak up on and attack.

And with Chandra probably wearing a walkman, this made her a potential target of this perp.

Could be. But what are the chances that the perp would target walkers wearing walkmans so as to make off with their walkmans? Like the sentencing Judge said, this was very bizarre behavior. The Judge's instincts were probably sound: there was more going on in the perp's mind. Maybe rape. But in broad daylight? Robbery? Most walker/joggers don't carry a lot of valuables. This idiot could be a "Darwin Award" candidate. Who Knows. But the theory is too flimsey when compared with the circumstancial case regarding Condit's risk vis the relationship that had happened between he and Chandra. IMHO. Cheers.

The other two women were attacked at 7:00 - 7:30 pm. Crystalk posted earlier that the park closes at 6:00 p.m., (she lives in the area).

By the DC police/FBI best estimates, all activity ceased for Chandra as far as any identifiable trail about 1:00 p.m. when she logged off her computer. The time of day doesn't fit with this guy either. He planned his other attacks for after the park closed when there would be less chance of encountering anybody else.
