Good book just on this subject: The Elusive Quest for Growth by Willian Easterly

In it he lays out essentially the same thesis for free market systems and trade instead of aid.

I think we need to take that $100 billion per year out of China and spread it around a little. Diversity is good. There is more than one way to skin a cat though.
