I believe that it is unlikely that either side will go to war given how bad they will suffer in an exchange. This will end up like the Cuban crisis.The problem is that the Pakistani military has no meaningful command-and-control structure. Sure, Musharraf may have no intention of using nukes, but there are plenty of mid-level generals out there on the front lines, any one of which might decide to take matters into his own hands.
I keep hearing people say that there is little command and control in the Pakistani Millitary, but where are people getting that information?
