A survey by the Republican National Committee has found nearly 50,000 cases of improper duplicate voter registrations in Pennsylvania.

Using the RNC's computerized national voting data base, the Republicans found 17,276 cases of individuals who were apparently registered in two different jurisdictions within the state and at least 32,000 cases where individuals were registered concurrently in Pennsylvania and another state.

While the vast majority of those cases are likely to be the result of benign personal or bureaucratic lapses -- such as persons registering at a new address without notifying their old polling place -- GOP figures said the numbers show the widespread potential for voter fraud.

Looking at Pennsylvania records from the 2000 presidential election, the GOP found 53 instances where ballots were cast in the same person's name in two different counties -- whether as a result of the same individual voting twice or of some other person exploiting the duplicate registrations.

"These state voter lists are terrible," said Dan Ronayne, an RNC spokesman, "This drives home how important it is for states to have statewide voter registration lists."

Pennsylvania, where voter rolls are now maintained separately in each of its 67 counties, has just begun to move toward such a comprehensive voter file. Gov. Mark Schweiker signed a measure earlier this year designed to create a statewide voter list in time for the 2004 presidential election.

The total of 32,472 dual-state registrations found by the RNC is almost certain to grow. The party's scrutiny of the voter rolls has so far covered just 11 states.

Overall, in the states reviewed so far, the RNC found at least 140,000 persons registered twice and 689 cases where votes were cast under the same person's name for the same candidate in two different counties or states in November, 2000. Ronayne said the RNC had not found -- or looked for -- any partisan pattern in the duplications.

"We're not doing this to engage in any finger-pointing," he said. "What we want to do is shine a light on the problem, that's why we want to share the results of our research so far."

For Pennsylvania, the data for in-state duplications showed a marked disparity between the two most populous counties, Philadelphia and Allegheny. For the 2000 election cycle, the RNC identified 14,947 cases where an individual was registered simultaneously in Philadelphia and in one of the suburban counties that surround it. Within that group, they found 53 cases where votes were cast under the same name for the same candidate in two different jurisdictions. For Allegheny County, the RNC found just 56 cases of duplicate registrations and no instances of double voting.

"That study underscores the need for this legislation, what we suspected about the potential for fraud," said Josh Wilson, an aide to state Sen. Jeffrey Piccola, R-Dauphin, one of the architects of the state legislation on voter lists.

With 8 of the 19 Sept 11 alien hijackers registered to vote in our elections, you have to wonder how far the Dems will go. remember "Drive Up Voter registration" ? that WAS THE BEGINNING OF THE GIVE AWAY. if THE dEMS WIN IN 2004, THERE will BE no EVIDENCE OF VOTER FRAUD.

Our Democracy is at stake and the A$$hxxx GOP does nothing!

And I vividly recall the time in 2000 that I heard Kousay Mfume say on the radio that they were mounting a get-out-the-vote effort and that they knew the names and addresses of everyone in Philadelphia. Gave me a cold chill.

Uh-huh. And that's just the way the Rats want to keep the voter rolls -- sloppy and easily exploited. That's why they pushed so much to get motor-voter in place.
