Dear [Mini-14]:

Thank you for your recent communication regarding H.R. 1460, the Second Amendment Rights Protection Act.  I appreciated hearing from you.

I support the Second Amendment for law-abiding citizens to keep and bear arms.  Legitimate sportsmen and women should not be denied the rights guaranteed by the Founding Fathers in the Constitution.

I do not support outlawing hand guns, but I do support sensible measures like trigger locks, waiting periods, and a ban on cop killer bullets that threaten the lives of law enforcement officers.  Such measures reinforce the positive role of law-abiding citizens who wish to protect their homes with a firearm.  I also support new and innovative technology, such as "Smart Gun" technology, which ensures that only law abiding gun owners may user weapons.

Republican Congressman Kirk wants to ban "cop killer" bullets because that would "reinforce the positive role of law-abiding citizens who wish to protect their homes with a firearm".

I have several questions that perhaps some Freepers could answer:

  1. What exactly is a "cop killer" bullet?  Do Federal, Winchester, Remington, PMC, Cor-Bon manufacture bullets which are capable of killing cops?
  2. If Republican Congressman Kirk bans all bullets which are capable of killing cops, how would that "reinforce the positive role of law-abiding citizens who wish to protect their homes with a firearm".
  3. Where can I purchase a "smart" gun?

"Armor Piercing Ammunition" & "Plastic Gun" Non-Issues

In an effort to scare voters on the gun issue, politicians such as Barbara Boxer, Chuck Schumer and Carolyn McCarthy, often resurrect two phony issues: "Plastic Guns" and "Armor-Piercing Ammunition."



For the record . . .

In April 1997, the often-mischaracterized issue of "armor piercing ammunition" finally was laid to rest by research conducted by the Bureau of Alcohol, Tobacco and Firearms (BATF). The study was done following Clinton-Gore Administration calls for legislation that would have outlawed practically all rifle ammunition used by hunters and a wide variety of handgun ammunition traditionally used for sport and self-defense.

** BATF's study concluded that: "(E)xisting laws are working, no additional legislation regarding such laws is necessary."

** The "existing laws" were adopted in 1986 and prohibit the manufacture and importation, for private use, of handgun bullets made of special, hard metals and (in a 1994 amendment) specially-jacketed lead bullets. These bullets were invented for use by law enforcement and military personnel. NRA helped draft the 1986 provisions and didn't object to the 1994 amendment. (;18 U.S.C. 922(a)(7) and (8), and (b)(5), and 921(a)(17)(B) and (C))

** Legislation similar to that backed by the Clinton-Gore Administration was first proposed in the 1980s and was opposed by both the Departments of Justice and Treasury, and rejected by Congress.

** Use of the sensational term, "cop killer bullet," is dishonest and misleading. There has never been any bullet invented for the purpose of killing police officers. And, as the BATF reported to Congress in 1997, no law enforcement officer has ever been killed or even injured because an armor piercing bullet penetrated a bullet-resistant vest.

** Gun control advocates' groundless claims mislead the public and the resultant publicity endanger police officers. BATF reported to Congress on the need to "avoid any experimentation with police officer lives that could conceivably lead to numerous additional officer fatalities."

The "Plastic Gun" Non-Issue

Controversy over non-issues doesn't just waste time and money. It becomes dangerous when it diverts energies from addressing the real problems. Such was the case with "plastic guns," nefariously branded and paraded about as the terrorist's new tool. Law enforcement, aviation officials and firearms experts exploded the "plastic gun" myth in testimony before the U.S. House Subcommittee on Crime.

** The "plastic gun" is a myth. There was never an all-plastic gun in the marketplace. The notion was created by the media. Phillip McGuire, Associate Director of Law Enforcement of the Bureau of Alcohol, Tobacco and Firearms (BATF) testified: "The entire issue was raised in response to reports, many wildly inaccurate, concerning a particular firearm, the Glock 17." (House Subcommittee on Crime, May 15, 1986)

** The Glock 17--constructed of more than a pound of hardened steel, about 83% of its total weight--was fully detectable by airport security systems existing when it was approved for importation by BATF. Billie Vincent, FAA Director of Civil Aviation Security, testified: "(D)espite a relatively common impression to the contrary, there is no current non-metal firearm which is not reasonably detectable by present technology and methods in use at our airports today, nor to my knowledge is anyone on the threshold of developing such a firearm." (House Subcommittee on Crime, May 15, 1986)

** The FAA has concluded that "the first line of defense" must be "improved methods of screening as well as improving technology . . . to combat the threat of highjacking or terrorist activity in our air transportation systems." More effective efforts include better training and screening of airport personnel and having state-of-the-art detection equipment in our nation's airports. Well-trained people to complement existing and new technologies will go a long way toward beating terrorism. Banning any firearm is not the answer. The fact is, it's a media-made myth that dangerously ignores the real problem.

A "Cop-Killer" bullet is any bullet than can kill a police officer.

I just asked an expert (my husband your questions).
1. They are refering to a teflon coated bullet that would (supposedly) penetrate a kevlar vest. Any bullet fired from a high powered rifle will penetrate a kevlar vest & kill a cop.

2. It wouldn't.
3. A gun is only as smart as the person who is holding it.

Here's a congresscritter whose "past" needs "outing" on local talk shows and the Internet!

Messy divorces, "love children," domestic abuse, IRS liens, DUIs, dope - "out" them all. What a load of crap!

First off - the term "Cop-Killer Bullets" was coined by the liberal media. What is a Cop-Killer bullet? One that is designed to fragment incredibly or one that is designed to penetrate through bullet proof vests - who knows which, because I have heard both definitions! Either way, there is no such thing as "cop-killer bullets". There are no bullets that are more lethal to cops than to anyone else.

If they ban all "cop-killer bullets" they will have to ban ALL high-power rifle bullets, as nearly every rifle caliber designated as "high power", such as the old 30-30, 30-06, .243, .270, 7mm Rem Mag, and pretty much any other hunting round will penetrate body armor (so called "bullet-proof vest") Why do I mention the hunting calibers? After all, this legislator wants to only ban handgun ammo that's classified as "cop-killer". The only problem is, you can buy a handgun that shoots these high-power hunting rounds! That makes them handgun amunition.

Obviously, Congresscritter Kirk is a very bad RINO - after all, he supports the incremental destruction of the 2nd Amendment, while speaking out the other side of his mouth that he supports the 2nd....go figure.

What's really funny, is that the teflon coating of bullets originated in a desire to cut down on the need to clean copper or lead fouling in barrels and to aid in the functioning of firearms. It was also thought to slightly increase velocity. There has been absolutely ZERO evidence that the teflon actually helps penetration over the exact same bullet without the coating. If it did help penetration, then it would also apply to Moly coating bullets, which is actually a more effective lubricant than teflon in firearm/bullet applications.

And no, Ditter, I am not flaming you - just using the info you provided for further argument points.....

I didn't take your reply as a flame. My husband didn't think the teflon coating would make any difference with penetration either. Maybe I didn't word my reply correctly. He did say ANY high powered rifle would penetrate kevlar, do you agree?

These bullets have NEVER killed a police officer. I think we all know it's just a headline grabber. If they REALLY wanted to grab headlines they should have called them Minority Baby Killer Bullets.
