I'm guessing that it is for the polution that the 2-Cycle puts out (it runs on mixed oil/gas). Just a guess. The clerk didn't know what it was for rither.

In principle, you could have refused to pay it untill they tell you exactly what it is for. I would have, but I'm ornry :)
