Although you are right that this does not set anything in stone, it sounds to me like the decision has pretty much been made already by those who control the show.

You are correct in what you said concerning Africa's AIDS epidemic. I agree that having a character with AIDS in S. Africa and other African countries would help those in that continent. However, here in the US it's different.

I just wanted to make sure it was known up front what we are talking about - South Africa - since the poster didn't include that very important bit of info. Folk have a tendency to go off half-cocked around here! [gasp] myself included if the moment is right!
