How was this vote brought at this time and not previously considering the democrats control what comes to the floor for a vote?

The enabling act which set up the whole mechanism for a Nevada veto which could be overturned by Congress mandated that it had to be brought to the floor at that time.

I'm not fully understanding "enabling act"? I haven't followed this step by step. Many in Nevada, I would guess, didn't realize we were this close to have this to be a done deal.
