The only "negative effect" is: smokers are fed up. Smokers have gone to the Net, to the Reservations, across state lines AND to rolling our own so we do not pay into the state coffers anymore.
I knew that the minute the states weren't realizing the big cash cow from raising cigarette taxes, they would claim that "smokers have dropped off." This is not true.

I doubt that's true. But this would work: We the people should tax politicians and bureaucrats out of existence. Then use the tax revenues for promoting only candidates that will repeal at least two hundred laws for each new law they pass.
Your nannie-state knows what's best and will do all that a good parent should to control her wayward children. If the law saw you and all of us as responsible adults capable of making our own decisions (even if they were as disasterous as deciding to smoke that vile crap, but then that's only my opinion)then most of the governmental contruct now existing would have no purpose. Yep. That is the question. Interesting that the latest report from the CDC doesn't agree with this statement from an "anti-tobacco organization." According to them, the rate of adult smoking hasn't changed since 1991, and youth smoking is higher now than then. Oh, yeah, during that same decade, the average cost of cigarettes increased 422%, a lot more in some places. Lies, Damned Lies and Statistics, the weaponry of Crusaders and zealots everywhere.
