It's hard to "buy off" an honest group. The "watermelons" knew what they were doing when they solicited corporate funding.
The faux watchdog gambit is the oldest dodge in DC. Claim to be against something, con a bunch of "concerned citizens" to go to DC to lobby Congress, then go to the industry leaders that you are lobbying against and extort funds to motivate your people to sit on their hands when pro-industry legislation is up for a vote.
A good scrubbing of non-profits in in order to shake out the shakedown artists. CFR only empowers these special interest groups that operate below the regulation radar to rake in millions.
