What natural disaster would require FEMA to create emergency cities

How about floods, earthquakes, and huricanes?

Bunk. I'm in hurricane country and unless a 200 mph superstorm hit and wiped out the state of Florida would we need that. Andrew was a major disaster down here because building codes were substandard and not enforced. Now if there's an evacuation, it's mandated by LEO on the coastal areas. Earthquakes are another story entirely.

I'll be curious to see who is "qualified" to live in these temporary cities and if they have the force of law to make you relocate to one.
