I feel that this is probably happening in FEMA, if it wasn't then FEMA is falling down on the job. Like it or not we are in the crosshairs of several Countries and our government knows it. Now they may not be willing to admit it to the general populace, but it's a fact just the same. I hope we won't need FEMA but in my gut I have this feeling that we are heading into some hard tough times for our great country.

They are practicing and training, and there isn't a thing wrong with that. Better to have them overtrained than undertrained!

Actually, there is a good chance that certain types of WMD attacks could cause us to evacuate cities: mass anthrax attacks for example, using anthrax already stockpiled in the USA by Iraq for example.
