How about a 2-step program; a draining of the small swamps (those not big enough to support a mosquito-eating population) and DDT?

Controlling standing water is a big part of the solution. We are on the coast, and surrounded by salt marshes... some would call them swamps, although that is not strickly true- they are more like seas of marsh grass, with lots of low areas which trap rainwater and breed bugs.
