Where were all these people -- Powell included -- back in 98 when Saddam Hussein kicked the inspectors out of Iraq? Seems to me the world reaction was "Oh, well..." Obviously, these whiners' goals are to pacify world opinion while they do NOTHING.
Seems to me that we've been there and done that and that Saddam has violated every attempt at good faith agreements we have had with him. What part of "enemy" does Powell not understand. The only function I can see that might be a valid one that he has served is as a political pawn to make it appear that the administration is playing to the will of the anti-war leftists, but somehow I doubt that is their strategy.
