"Deferred maintenance" is the prime M.O. of socialist politicians' mismangement. (Remember the Clintons' succession of emergencies which created demands for increased taxes?) When a crisis surfaces, whether natural or politically created, low taxes are the root cause.

Adequate construction and maintenance of infrastructure has been a distant second to the vote buying social spending for 70 years. Trillion$ have been sqaundered.

Layers of governments' and their multitudes of quasi-governmental agencies' 50%+ take of the nations' GNP is inadequate?

As taxpayers have put the brakes on higher direct taxes, pols have turned more and more to user fees. And more and more are abusing user fees.

eg. The SEC collects 7X in fees from busines what it spends to enforce its rules. The rest goes directly to the Treasure.

There are gigantic scandals just waiting to be uncovered all around the country.

George Christopher (a RINO) was the last Republican mayor of San Francisco, retiring from office to run for governor against Ronald Reagan in 1968. From that time forward, San Francisco has been under continuous Democratic control starting with Jow Alioto.

But city officials have never declared the systems complete and merged. Thus city officials can declare the hydroelectric profits as surplus to that branch of the Hetch Hetchy system and then use the revenues for general city needs - even though the system's waterworks are in desperate need of repairs and improvements.

The city began diverting the hydropower revenues at least as early as the late 1960s. About $25 million in Hetch Hetchy funds went to fund Muni electrical maintenance work in the following decade, which spanned the mayoral administrations of Joseph Alioto, George Moscone and Dianne Feinstein.

Ah, I now understand the problem!

Bond foes - In 2002, several groups, including the Sierra Club and Environmental Defense, oppose the water bond and call on San Francisco to study the feasibility of restoring Hetch Hetchy Valley to its natural state.

This is such an underhanded, but also typical way that socialists, a.k.a. liberals redistribute wealth. They steal from profitable entities to fund social programs, i.e. buy votes, and force the profitable entity in disrepair and bankruptcy.

Then when circumstances become dire, they force a tax or fee increase on the middle class. What are the people going to do, vote down the increase and go without water or power?

I hope the city of SF votes down the Nov. bond issue and the city has to cut the budget to come up with $$$. Doubt that will happen, though.
