A former Green Beret and combat veteran who is an expert in Middle East-based Islamic terrorism believes the sniper killings in the Washington, D.C., area may be the opening shots of a wider, national effort directed against the United States.

John Moore, a former Missouri homicide detective and veteran of more than 57 combat missions in Vietnam, told WorldNetDaily in a wide-ranging interview that he believes the recent sniper attacks are just the beginning of a larger campaign.

"What's going on is what I like to call 'marketing research,'" said Moore, who is also the author of several Special Forces classified studies on Islamic terrorism. "It may just be a test tactic for future use."

He said if the shootings are the work of a terrorist cell – and he believes they are – they "may want to learn just how much shooting they have to do in order to get the desired effect."

A desired effect of the attacks, he said, is "a percentage reduction in productivity," as well as the creation of gridlock in and around the nation's capital. Also, such an operation would seek to damage the local economy while sowing fear and confusion.

The Sept. 11 attacks resulted in substantial losses to the U.S. economy, analysts have determined.

"If you want to create terror while expending a minimal amount of resources, they're certainly doing an excellent job of that," he said, adding the Washington-area attacks "could simply be a matter of fine-tuning this particular tactic" to achieve maximum results.

Moore said the leadership of many of the terrorist organizations aligned against the U.S. are led by well-educated men who have studied American society and culture. He also said they are well-positioned to predict how American leaders will react to certain threats.

"The people in charge of these various organizations – al-Qaida being one of about a dozen – have advanced degrees in the 'hard subjects' such as engineering and mathematics," he said. "They also know they have a finite amount of resources. So they are going to want to know how much of those resources they are going to have to use to get the desired effect."

Once they figure out what works, it's likely they'll apply the formula to other American cities, he said.

Moore's theories coincide with other evidence first disclosed by WorldNetDaily last month. An al-Qaida training videotape, captured in Afghanistan, shows Osama bin Laden's terrorists are not only planning attacks with weapons of mass destruction, but are preparing to kill Americans with drive-by shootings and home break-ins, through ambushes of law-enforcement officers and targeted assassinations on golf courses.

Analysts were surprised by some of what they saw in the latest video and believe they employ terrorist tactics and techniques meant for export to America and other nations, WND reported.

Moore said he believes the "main event" to what's happening in D.C. "will come when we attack Iraq."

"When the war begins in earnest, that would be the time to proceed with whatever [terrorist groups] intend to do [in the U.S.], expending a lot of resources in a lot of cities at the same time to get the maximum impact," said Moore. "That would be the smartest thing."

Yesterday, President Bush – joined by 100 lawmakers in an East Room ceremony – signed a congressional resolution authorizing him to use force against Iraq if Baghdad refuses to disarm and get rid of any weapons of mass destruction.

The resolution "symbolizes the united purpose of our nation, expresses the considered judgment of the Congress and marks an important event in the life of America," he said. "The 107th Congress is one of the few called by history to authorize military action to defend our nation in the cause of peace."

Moore, who says he's done more than 17,500 hours of urban, suburban and rural surveillance, also praised the sniper's choice of vehicle, and indicated that it added yet another air of professionalism to his attacks.

"Most people, most of the time, in any business area won't pay much attention to any given vehicle," he said. "The choice of vehicles was a very smart move. The color white is by far and away the most used color for work and delivery vans in the U.S."

That fact may be why the sniper – or, some believe, snipers – has eluded capture thus far.

Also, police have been unable to release a composite sketch of alleged sniper suspects. Though a number of witnesses reported seeing a sniper in action Monday night when FBI analyst Linda Franklin was shot and killed in Falls Church, Va., police said Wednesday too many factors – such as distance and darkness – have prevented them from reporting enough similarities for a drawing, Fox News reported yesterday.

Franklin is the sniper's 11th victim and the ninth to die. Each have been felled with a single gunshot.

The only common denominator, said Capt. Nancy Demme of the Montgomery County, Md., Police Department yesterday, is that the alleged shooter "is male."

"We don't have a refined description to go by. I know that's not what the public wants to hear," she told reporters.

Should the sniper attacks spread to more communities and cities, Moore believes one of the first things to be sacrificed will be personal liberties.

In fact, he says martial law in some cities or states is a real possibility if attacks get out of hand. And he believes most Americans will accept it in exchange for a promise of security – though he says that kind of dramatic response would be used as a last resort because it would hamper business and commerce, making the fragile U.S. economy even more volatile.

"First and foremost, the business of America is business," he said.

I've wondered if this were the case myself. They picked the area around the nation's capitol shooting women and a child which sends the message that no one is safe. Furthermore, the area being attacked suggests our government is helpless in preventing it and consequently, is impotent in protecting its citizens. I further believe that if we are able to apprehend the killer another killer will continue the carnage in his place.

Contrary to the sentiments of the leftists (who all but run this country) against gun ownership, we need more than ever to legalize conceal and carry in all of the states. This is war and we need to protect ourselves. Otherwise it would be like sending unarmed soldiers into a combat zone.

Cities and states where concealed carry is illegal or almost non-existent, the targets of choice where no one will fight back. Crowded shopping malls at holiday season.

I believe they are just waiting to be cornered by police in one of these traffic jams that the cops are setting up in hopes of capturing them after they strike. The problem is there will be many innocent people who will be caught right there in the traffic jam with the terrorists when they are finally cornered. I bet the terrorists will decide to open fire on the innocent people who are near them that are also stuck in the traffic jam... I would bet the van they are driving around is loaded with ammo and weapons, there may even be some sort of explosive rigged to the van that they will be able to set off once they are surrounded by police, They know eventually they will get caught and I bet they are prepared in the event of them being cornered. Trying to close in on these sniping terrorists in a traffic jam after a shooting... IS THE WRONG ANSWER, IMHO!

If this guy is correct, then the prudent course of action is to begin very heavy and sustained attacks on Iraq, Iran and on to Saudi Arabia (the source of the money if not the henchmen). They should be far out of proportion to what is levied against us. They should instill fear and dread in the hearts of Muslims when they hear the word "American".

As it stands, the word that comes to mind when Muslims hear the word "American" is: weakling.

Concealed carry or open carry.Both have their place and we are now seeing why citizens should have access to rifles or shotguns.

A concealed carry handgun wouldn't be my first choice up against a rifle and I'm partial to pistols.

He makes the case that the government can do a better job of protecting the citizen than the citizen himself can do. Martial law can impose restrictions on the citizen but does nothing to increase the manpower needed to catch the terrorist. With a nation under siege, martial law would be the worst thing a government could do. Don't remind me that government usually does what is not sensible. We have some interesting times ahead of us.

I agree... whether it's a terrorist cell or local whack-jobs, it has shown the inability of the police to protect the masses.

Putting more cops on the corner won't find these bastids. You have to get out to spots that offer a field of fire on target-rich areas.

That's hard, methodic work but it's the only way to do it.

This is, of course, one of the classic goals of terrorism: to have the existing government impose such draconian restrictions upon its own citizens that they begin to hate or fear it and long for a change. Our politicians are already seen as eager for excuses to lord it over those who elect them and would seem to be perfect patsies for this old strategy.

Good point - if these snipers are found to be "Middle Easterners" and their cousins start up elsewhere, I forsee additional "sniper" incidents here in which "Middle Easterners" are picked off.

If I happen to be part of an ethnic group identified as being terrorist I would do everything I could to stop my cousins from perpetrating violence. But I just dont see this happening with US Muslims. They stay silent at their own peril.

I think that is what LE is afraid of. I think they have known for some time that this is foreign terrorism but are more afraid of the public backlash if that is disclosed.

I also find it very strange that a local sheriff is the point man for an investigation that clearly should come under the jurisdiction of the Federal government. Could it be that they are desperately trying to present the image that the Feds are not as concerned about this as they really are?

I don't know if it is a mistake but, I do think they will begin to attack those trapped in the traffic jams with guns and explosives. The sniper attack will be the set-up for the larger attack on the traffic jams. Prepare now. I will be armed as well as the terrorists at all times, just hope that you get stuck in traffic near me, hee, hee.

The one way to put a stop to it is to round up all middle eastern males between 15 and 50, and deport them back to Mohammed-land. If these are terrorists, they probably won't set up shop in places like say Wyoming, Montana,Idaho, and of course Alaska.

Unlike the firearm restricted areas around D.C. If this fellow were to be spotted taking a shot in any of the named states, it is likely instead of the witness reaching for the cell phone to call 911, they would instead reach for that .357 in the glove box.

We citizens are the armed militia, as designated by law and affirmed by our Constitution.

As such, in addition to powered up cell phones, and camera, perhaps a spotting scope of some kind, and severe injury first-aid kit, at hand in cars and offices, we must have a handgun, shotgun, and rifle with adequate amounts and types of ammunition, hunting and FMJ. If the Beltway shooter(s) are activated jihadamnites, we have a fight to the death on our hands. They will be prepared for extended firefights and we should count on them having explosives, grenades at least.

Our cops are at risk as targets and are less than 1/2 of 0.001% of a given population. We must recognize that our very families are targets of this type of killer, our men, our women, and our children. We outnumber our cops more than 2,000:1. It is time to act like it.

We must not cower seeking cover begging for protection, but ride to the sound of the guns. A high speed intercept with our own cars into the perps' getaway vehicle(s) will be messy, but effective intercepts. Seconds and force count rather than minutes and police reports.

We must protect our legislated gun-free kill zones - schools, hospitals, churches. The police will be assigned in strength to government fascilities, owing no responsibility to protect individuals.

Our mortal enemies are at war with us. We must engage the enemy and annihilate them where they lurk amid our daily lives. This war is here to stay.

Yeah, and this is why they are always ultimately wrong. The American PEOPLE won't react like the current crop of American "leaders", as the Japanese found out to their ultimate regret. It takes a LOT of provocation to get a sufficienty large number of the American populace sufficiently outraged to commit to all-out war, but once it happens, all hell is out for noon.

There's no doubt about that. And there's probably a good reason why Switzerland is one of the safest places in the world. Every able-bodied man is apparently armed and a member of the reserves, to be called up at a moment's notice. (At least that's what I've heard.)

Well, unless there's another murder in the next day or so, I'm thinking they're not going to risk it again, now that the media has broadcast far and wide the use of this surveillance plane over DC. It was a mistake to let that information get out, it should have been done quietly--now they may have stopped at least for a while.

I do think though that if these are thrill killers, that they will be compelled to kill again. If these are terrorists, then they can wait, and won't be driven to more shootings till they can be sure of getting away with it.

Exactly, Saddam will open 2nd fronts here and in western europe if we invade. He's counting on the resulting domestic problems in those countries to curtail the war and bring about their demise. Saddam is capable of projecting power and we're about to see it in action.

Interesting, but I heard on the radio this morning that the "Palestinian" sniper that shot 7 Israeli soldiers last year was really an IRA sniper that they brought in. The Israelis never caught the guy, but intelligence said he was an Irishman since no Palies were trained marksmen.
