Manson targeted like the son of Sam, the unibomber, or ted bundy, they all picked their victims for certain goofy, but limited reasons. They terrorized, but the folks they terrorized were a small group. Even robbers fit here.

The excuse I have heard given for that is that the INS were the ones with the fingerprint,and that INS fingerprints don't come up on the national database for some reason. This doesn't make any sense to me,but this is what was said.

And how many of THOSE had out of state plates,a big hole drilled in the trunk lid,and a missing back seat?
Since the odds are that at least a couple of these white vans may have had a bit of marijauna in them,the drug warriors here on FR will justify these stops,and be overjoyed about the assets confiscated.
No. What's outrageous is the coppers blocking 1-95 (and other major highways) after a shooting. Going though each white van, looking at each car and not making up a database however crude. The fact that John Muhammad's NJ plate was run through the national police database 10 times thus escaped the authorities. IOW This NJ license plate appeared a combined 10 at shooting scenes and in the greater Wash DC area

What I want to know is why didn't the cop in Ramsey's department who ran the tags NOTICE A BIG HOLE IN THE TRUNK OF THE CAR and look further?
How many out of state plates were recorded in the vicinity of six or seven sniper attacks? Sure, we don't know - but it's certainly safe to say the number is so small it would've allowed for some extensive background checks on each driver (my guess is, that number is ONE). Even after the third spotting there were likely only a handful of crossmatches to all three, as we're talking about different locations, different time of day, etc.
The cops should've spent their time databasing all the plates allowed through their roadblocks. Instead, they were too busy searching white vans to make it appear they were doing something useful.
