One must/may/should consider that he called his puter in Seattle from NH and sent the e-mail remotely maybe ?? Can that be done ? It can, or he might have simply posted to the SF website from the alternate location. Or, if he had an associate or accomoplice, knowing or unwitting, he might have left a prepared HTML text on a disk, to be inserted and entered upon telephone or e-mailed instructions.
A couple of other possibilities come to mind as well, particularly if he's familiar with military DSN telephones, and there's a good chance that some phone company records and ANI data may offer some additional info on that possibility.

KCRA3 Sacramento has a video report from the memorial service
Also, the reporter in the studio mentioned a red Mustang with Washington State plates. She gave the the license number, but I was without pen and paper, and I didn't catch whether the vehicle has been located or not. Perhaps Valerie has that info from her sources up in Olympia.

His writing reminds me of what I saw in my daughters HS Geography book, "Our Global World". Geography was essentially absent. What filled the pages was income levels and red political propaganda.

I judged the length of his hair from the sketch. The sketch is that of a witness who may have seen the shooting, not for the actual shooter.

Olympia man fighting return in police killing
THE ASSOCIATED PRESS
RED BLUFF, Calif. -- It could be weeks or even months before an Olympia man accused in the slaying of a Red Bluff police officer is returned to California for trial, according to Tehama County District Attorney Gregg Cohen.
Andrew Hampton McCrae, 23, is fighting extradition from New Hampshire, Cohen said Wednesday.
McCrae was arrested in a Concord, N.H., motel Tuesday after an hourslong standoff with authorities. He was being held without bail at the Merrimack County Jail.
McCrae is charged with murder in the Nov. 19 slaying of Officer Dave Mobilio, who was shot three times as he was putting gas in his patrol car.
McCrae allegedly posted letters on a San Francisco-based Web site Monday admitting to the slaying. The letters said he shot Mobilio to protest what he called "police-state tactics" and corporate irresponsibility.
Tehama County officials declined to discuss details of the crime Wednesday.
However, an affidavit filed in New Hampshire by Concord police says Mobilio was shot three times, "twice in the left side before being shot at very close range to the back of the head."
