BAGHDAD (Reuters) - Iraq will hand in a key declaration on its banned weapons programs on December 7 but it will not necessarily include an admission that the country has weapons of mass destruction, the chief Iraqi official liaising with U.N. arms experts said on Tuesday.

"We are going to deliver this declaration in the proper time on the seventh of this month and the people here, the UNMOVIC and IAEA, will take this declaration to New York and Vienna," Hussam Mohammed Amin, head of the Iraqi National Monitoring Directorate told reporters.

Asked if the declaration would include any new elements, he said: "Of course the declaration will have new elements but these new elements will not, shall we say, necessarily include a declaration of the presence of weapons of mass destruction.

"We are a country devoid of weapons of mass destruction. This fact is known to all countries including the United States of America and Britain and all those concerned."

U.S. President George Bush said Iraq must supply a "credible and complete" list of its nuclear, biological and chemical weapons by Sunday -- the December 8 deadline set by U.N. Security Council Resolution 1441 giving Baghdad one last chance to disarm or face war.

I think you're right. Saddam know's he isn't going to comply, Bush knows Saddam isn't going to comply so let's just get on with it already.

December 7th??? Are they using our own historic date against us? HA! Fools. FOX just said UN inspectors were not allowed in to a facility...

If they have no WMD, they should stop threatening their use. (Of course they have WMD.) Dec 7th as in they think they're pulling a Pearl Harbor on us? I guess that's why Saddam has moved to his underground death chamber. (I mean command center.)

I think we will find out on December 7th or 8th what Bush already knows. But Saddam is not an idiot .... He is quite mad, and homocidal, and demented, and certainly satanic, but he is not really an idiot.

Saddam is sitcking his thumbs in both ears, while his wiggling his fingers in the air, and sticking his out his bloody tongue, he says 'naa naa na naaa na na' like a demented child. He is saying, "You won't find WMD here because we shipped them out to al Qaeda last year ..."

GWB's answer is, "Moron. We know .....!" KAAAA BOOOOMB !

KYW just reported that we are expecting a huge document dump, probably in Arabic, that will take the UN weeks to go through--all in their attempt to buy time. I also think Dec. 7 is not coincidence.

An interesting essay in Newsweek last week said that Saddam has made no preparations to fortify Baghdad, or any other place, at all. He is completely counting on charming the UN for additional time so that the US will be hamstrung into not attacking. I think Mr. Saddam is underestimating the current President Bush. At least I hope so.

SADDAM HAS NUKES, OPTS FOR PRE-EMPTIVE STRIKE [AGAINST U.S.]

The latest intelligence assessments reaching DEBKA-Net-Weekly agree that Saddam Hussein has decided to take pre-emptive military action rather than wait for the US hammer to drop. They also detail the horrific arsenal at his disposal for such action. It includes more than 40 nuclear weapons, six to eight of them bombs and nuclear warheads that can be delivered by missile or plane.

In particular, the Iraqi leader has set his sights on hitting US military forces in the Middle East as well as Turkey, Kuwait, Bahrain, Jordan and Israel. He is also determined to reach into the United States itself through proxy terrorists run by Iraqi military intelligence.  This latest intelligence consensus supersedes the basic presumption previously held by US and Israeli strategists that Saddam would not launch a counter-strike with unconventional weapons unless attacked first - and then only if he felt his life and regime were in jeopardy.

As for the scope of Iraq’s unconventional weaponry, the revised evaluation is the first official confirmation that Saddam possesses up to 40 nuclear devices, probably half of them radiological, or “dirty”, bombs with a limited-radius contamination capability; but also apparently six to eight - and perhaps as many as 10 - nuclear bombs and warheads that can be delivered by fighter-bombers or surface-to-surface missiles.

Iraqi experts are said to have been instructed in payload assembly and delivery technology by Russian and Eastern European technicians who manpower companies in Belarus and Croatia and whose services Iraq bought with multi-million dollar fees.  Furthermore, says the updated intelligence assessment, Iraq has laid hands on enough enriched Uranium-235 to build another 20 to 30 nuclear devices.  - DEBKA-Net-Weekly
