What a stupid political stunt! Releasing people doesn't reduce costs at all. How about not giving out heart transplants, cable TV, college degrees. How about making really dark miserable dungeons with one bowl of swill per day for anyone who rapes a fellow inmate. Swill is really cheap and so is a dark cold hole in the ground.
