They requested permission to pass out the candycanes and it was denied. They did it anyway and then evidently went to the media to trumpet the fact and garner the attention of the administration, since the one fellow says he learned of it from the paper. Sounds to me like the students are enjoying a little "in your face" rather than sincerely spreading a message.

I agree, but they are in fact spreading a message in their spiritual immaturity which they probably do not realize or intend: that they think they are above the law. This kind of arrogance actually results in just the reverse of what they hope for: rather than drawing people to Jesus, they repel them. Adult Christians do this frequently, too.

Oh for heaven's sake! Get real! If you hold a candy cane in your hand with the leg pointed out it looks too much like a striped pistol. Someone might point it like a fish stick and say "bang" causing a general panic among the school administration.(the students are much smarter than that). The religious message was just "icing on the cake".
