Fox just said that the warheads are the type to carry chemicals. That they are illegal and that there is no chemical present.
Reporter is saying it is a "clear material breach."

They're empty,but could have once been filled with chemical weapons.Still,Iraq is in violation as they were to have no chemical weapons or anything that could deliver chemical weapons.(According to FOX)

This is just the tip of the warhead. Bush is sitting on much better evidence than this, including Al Qaeda connections. He and his staff have literally said as much.
Bush already has everything he needs to go to war, and war there will be.
Anything uncovered by the U.N. clown show is icing on the cake, but optional. However, I'm sure Bush and his intelligence sources would love it if he didn't have to reveal sensitive information to justify taking Iraq.

One thing to keep in mind is that Saddam has nothing to lose once the smoking gun is revealed. There's no "out" for him, and he might as well start firing scuds before we're fully deployed.
I don't know if he'd do that or not, but it's something to consider.

They just said on Fox that the last two days the inspectors have been working with US intelligence sources to make their inspections. Looks like our intelligence was correct and they haven't even given them everything we have.

The warheads are now empty but no one knows what happened to the chemicals. IIRC, chemical shells are usually binary -- they're relatively inert until two different chemicals are mixed together at the time the shell explodes.
In that case, the binary "innards" might be stored apart from the shells themselves. The existence of these shells implies that Iraq may (and probably does) have the rest of the chemicals in storage someplace else.
