Of course there are priests who give them Communion. Heck, Bill Clinton got Communion anytime he attended Mass in Little Rock. Fr. Paul Marx wrote about it in one of his books. Bill and Hillary, even though they are not Roman Catholics, recieved Communion when they were in Africa. Supposedly, they got permission from one of their "Catholic" staffers.
It's all of one piece, and the sex-crisis in the Church is part of that same piece. The anything-goes nonjudgmentalism of post-Christian society has infested the American Catholic Church to the point where the most ardent supporters of lifestyle libertarianism are self-identified Catholics, many with expensive Church-subsidized educations.
