You've got to go back to Mayor John Lindsay (1966-1973), if not Mayor Robert Walker (1954-1965). Maybe even Fiorello LaGuardia (1934-1945). Under Walker, the city instituted welfare programs at a brisk pace; under Lindsay, it was a jailbreak.
Lindsay may have been the worst mayor in the city's history, but he had help.
