There is a simple solution to the ChiComs and the Russians: SPACE. Time to put a large number of missile platforms in orbit, along with active defenses for these platforms. Reaction time for the enemy: Less than 1 minute, with no launch detection worries.
Likewise, let's put a larger version of the ABL system in orbit. If it can knock down missiles at a slant range of 400 miles (within the atmosphere), then an orbiting one that's 250 miles up could really raise hell with ground targets.

I did read the thread and its links. India is a concern for China. That I agree. But I think that MIRV is more useful for countering American missile defense than single-warhead Indian Agni-III. To counter Indian ICBM, having more single-warhead ICBMs will solve the problem. Having MIRV makes China keep the edge over India, though.
