There is a simple solution to the ChiComs and the Russians: SPACE. Time to put a large number of missile platforms in orbit, along with active defenses for these platforms. Reaction time for the enemy: Less than 1 minute, with no launch detection worries.

Likewise, let's put a larger version of the ABL system in orbit. If it can knock down missiles at a slant range of 400 miles (within the atmosphere), then an orbiting one that's 250 miles up could really raise hell with ground targets.

That is where Rumsfeld is heading. He is literally knocking teeth out of military brass to force them to make rooms for full fledged space force. But it will take some time and a lot of money.
