Why do bad ideas linger with such persistence in the halls of Congress? This question came to mind when Sens. John McCain, Arizona Republican, and Joseph Lieberman, Connecticut Democrat, recently introduced legislation to reduce U.S. greenhouse gas emissions to prevent global warming.

Bush offers plan for voluntary measures to limit emissionsThe proposal to reduce greenhouse gases was offered as an alternative to a 1997 international agreement negotiated in Kyoto, Japan. The pact commits industrial nations to roll back greenhouse gas emissions to 1990 levels.
It was signed by the Clinton administration, but never ratified by the Senate, and President Bush backed out of it last year. He said the treaty would have cost the U.S. economy $400 billion and 4.9 million jobs.Snip...
He said that under his 2003 budget proposal, the United States would spend more than any nation to address global warming: $4.5 billion. That would be a $700 million increase over current spending.So now we have Kyoto "US style". It still carries out "the goals", but is uniquely the US's doing. No international aspects. (Bush did tell Blair, basically, that Kyoto
would be implemented)
Keeps the "bipartisan peace", garners "middle ground support" and still , more or less, implements Kyoto.
The "voluntary" aspect of it seems to be changing though. If enacted into law there will be no more "voluntary" aspect.

BTW...I found this comment interesting...
The proposal was immediately criticized by Democrats and environmental groups, who said it would do little to reduce the greenhouse gases believed to cause global warming.So Lieberman/McCain is better? Will their bill, even if passed, also in reality do little to reduce the greenhouse gases
believed to cause global warming?

One of the reasons why I believe that France and Germany are so 'upset' with the US's is that President Bush did not sign the Kyoto treaty. Europe and and some US businesses, i.e. ENRON, thought it was a done deal. Much money was to be made off of the US as well as implementing environmentalism even more so as our 'national religion'. This in addition to the UN being able to control production in the US and be put in a position to tax at will the people of the US. This assumption along with the EURO being the currency presently used for the purchase of oil out of Iraq, I feel, has much to with the position of France and Germany. Much is also to be learned about illegal arms sales here as well. But the rug was pulled out and we now see a movement to back door the Kyoto Treaty, for my money lets follow the EURO.
