Only if they are wearing hard composite armor plates, which cover the 8X10" of their "center mass".
They are under 4 pounds now, and while not common, are getting fairly common for police raiding units in full gear.
Ditto kevlar (pistol proof only) helmets.

No argument ,but, there is a PSAGT helmet in one of the airborne museams that took an AK round point blank on Grenada I believe. The round is still stuck in it I think.......Luck, BS, Glancing hit ? Who knows......
