We don't know in this case whether local authorities actually made the arrests for the FBI or not. The story is too sketchy.

The interesting thing, from a legal standpoint, is that a kidnapping by the FBI in a foreign country is probably illegal under the foreign country's laws, but it's no defense for the person kidnapped and returned here for trial.

As long as the person kidnapped by the FBI is an American citizen, foreign countries don't generally raise a fuss.
