About 600 Russian citizens living and working in Iraq are expected to leave the country in the next few days.
Last week, Russia recalled its non-essential diplomatic staff from Iraq.
The Czech Republic has told its citizens to leave Iraq, Kuwait and Jordan immediately due to the heightening tension in the gulf.

Heightening tension?
Kinda sounds to me like the Russians and Czechs have been given advance warning.
They know something we don't.

Russian, Czech citizens and diplomatic staff told to leave Iraq immediately............. Chinese Embassy workers are commanded to stay, of course, so your leaders can have something to bitch about when that J-Dam comes through the window.

When the UN inspectors suddenly leave Iraq without warning, that will be it. Except that you would want to wait at least a couple of days or more to make sure that the Iraqis were exhausted from expecting it any second.

Chinese Embassy workers are commanded to stay, of courseThey always stay. They're anxious to gain firsthand intel on US weapons technology (no pun intended).
In fact, I think it was reported that the two, young, Chinese, intelligence technicians we killed in Serbia were gathering data on our stealth aircraft verses the new detection technologies.

Here's a clue for you: Has the Japanese embassy in Baghdad been evacuated yet? From the article you cited...
However, there are only 30 Japanese in Iraq, all of them in the capital of Baghdad. Most are members of media organizations and employees of Japanese trading houses. Japanese Embassy officials have already evacuated to Amman in Jordan. Two senior embassy officials are shuttling between Amman and Baghdad for essential work.
The Foreign Ministry has advised the remaining Japanese to get out of Iraq, fearing the situation could rapidly get out of hand.
I'd have to trust knak's rationale considering the Japanese embassy's closed, the "inspectors" are still there, and we haven't done squat yet.

Same story in the Montgomery Advertiser.

considering our tiny mistakes in libya and bosnia, i wouldn't want to even be near a french, german or russian embassy.

lol. not only did we accidently bomb the french embassy in libya (after they denied us flyover to hit libya -- no connection, i'm sure) i learned we also earlier bombed the french embassy in hanoi (after they dropped trou, ran, and left their weapons to the nva -- also no connection, i'm sure).
