Ex-senator concludes test for campaign run

Wednesday, March 05, 2003 - WASHINGTON - In his last major policy address before deciding whether he'll run for president, former Sen. Gary Hart called for every American child to receive $1,000 at birth in a fund that would be invested until he or she wanted to buy a house or go to college. "A rich nation can provide health care, high-quality education, protection and supervision for every child, and a civilized nation would do so," Hart told a group of economists and others gathered at the University of California at Los Angeles, according to a prepared text of his remarks.
Hart's discussion of economic issues was the last of the four "major policy addresses" he used to test the waters for a dark horse campaign for the Democratic nomination.
Hart said he wanted to see if his "primary of ideas" resonated with Americans. He said last year that he would decide whether to run by the end of March, but in a recent interview he said that might slip, particularly because of the prospect of war.
"I don't think anyone's looking to have a political announcement while troops are marching across the Iraqi border," Hart said. "But you can't put off politics forever."
Hart also said he has started discussions about raising money, but he added that doesn't necessarily mean he is warming to a decision to run. He noted that federal campaign rules allow candidates to raise limited amounts of money to "test the waters" in a manner even more informal than an "exploratory committee," which is the first formal step in starting a campaign.
In previous interviews, Hart - a harsh critic of money's role in politics - said he hadn't "raised the first dollar."
Hart, a Denver lawyer who dropped out of the 1988 presidential contest amid accusations of marital infidelity, returned to public life as co-chairman of the U.S. Commission on National Security, which predicted terrorist attacks on the United States months before Sept. 11, 2001.
Hart has given three previous addresses - on national security, foreign policy and what he called a "restoration of the Republic" and a national sense of purpose in fighting terrorism similar to the collective effort the country undertook to win World War II.
In his economic address Tuesday, Hart called for a "securing America plan" that would include a Child Development Account, a double earned-income tax credit and a child-care tax deduction patterned after the home mortgage deduction. Hart said Bush's tax-cut policy is ripping up the country's safety net for the poor to give to the rich.
"We are returning to an age of economic royalism," Hart said in his prepared remarks. "We have adopted a program of tax cuts for the extremely rich, some of whom qualify for Franklin Roosevelt's description of "malefactors of great wealth."'
Yep! less a conciderable amount skimmed off the top for administrative purposes of course!
Sigh............................doesn't this idiot understand that it isn't his money nor the Federal government's money he's talking about? It's OUR money. Has this moron ever read the Constitution??
Of course I know the answers to the above......just had to vent.
No wonder the Dems are consistently getting their asses kicked.

Unfortunately, the majority of voters in NY, NJ, CT, MA, RI, ME, IL, MD, OR, and CA think this is a great idea. With all of the BS that is coming out of Washington about terrorists these days (color code yellow-orange with a hint of chartruse) IT is easy to forget that the voters in these states are an enemy capable of far greater damage to our way of life than a bunch of cave dwelling rag heads. <-deliberately insensitive comment.
The real terrorists are the people in NY who send neoNational Socialists like Clinton and Schumer to Kongress to plunder or earnings and remove our rights.
