SAO PAULO, Brazil (CNN) -- Top al Qaeda suspect Khalid Shaikh Mohammed spent nearly three weeks in Brazil in December 1995, visiting a region with many Arabs, Brazilian police told CNN on Saturday.

International and regional intelligence officials said the area Mohammed visited in Foz de Iguacu, along Brazil's porous border with Argentina and Paraguay, has been a source of funds and a haven for terrorist groups, including some believed to work closely with Osama bin Laden's al Qaeda network.

Don't look to Lula for any help. He's a left-winger. Brazil will continue to allow Arab residents to send money to terrorists.

1995-that was during the Clinton presidency,if memory serves. Was there anything, anything at all, besides a few cruise missiles into a tent, that Clinton did to slow down the terrorists??? Not only did he not even put a speed bump in their path,he seemed to grease their way.

Before joining the MTCR, Brazil created the civilian-run Brazilian Space Agency (AEB) in February 1994 to coordinate and plan all satellite and space launch programs, and in August 1995, President Fernando Henrique Cardoso announced that "Brazil no longer possesses, nor does it produce or intend to produce, to import or to export long-range military missiles capable of carrying weapons of mass destruction." Brazil became an official member of the MTCR in October 1995. As a member, Brazil was permitted to retain its space launch program, and agreed to terminate its ballistic missile projects and to pass legislation that would tighten export control laws for dual-use items.

Foreign assistance

Brazil's rocket programs have always depended on foreign assistance. The press has reported, for example, the sale of Russian carbon fiber technology for use in rocket motor cases, test benches for liquid fueled rocket motors developed with the assistance of Russian scientists, and instruction by Russian scientists in the use of liquid propellants.

For more information, see "Brazil: First Flight of VLS Space Launcher Fails," and "Brazil's Rockets," in Volume 4, Issue 1 (January-February 1998) of the Risk Report, "Brazil: General Confirms Import of Russian Missile Materials," in Volume 2, Issue 4 (July-August 1996) of the Risk Report, and "Brazil: Trying to Give Up Missiles," in Volume 1, Issue 3 (April 1995) of the Risk Report.

"The development of a new generation of nuclear weapons is also a disturbing rumor. It appears to signal a new role for nuclear weapons. New rationales for the possession of nuclear weapons continue to be re-stated or reinforced.

The use of nuclear weapons, so it seems, is being re-rationalized." (8 April 2002)http://www.basicint.org/nuclear/US_Policy/NPRreactions-0402.htm

Fidel Arrives in Brazil en Route to S.Africa

FIDEL RECEIVES WARM WELCOME IN BRAZIL

RIO DE JANEIRO, Aug 29 (AIN)--A large number of Brazilians gave Commander
Fidel Castro a warm welcome upon his arrival to Rio de Janeiro in transit to
South Africa, where the Cuban leader will be attending the III World
Conference on Racism and other forms of discrimination.

Fidel arrived at around seven p.m. local time and he was met at the airport
by Anthony Garotinho Oliveira the Governor of the State of Rio de Janeiro.

This is Fidel's fifth visit to Brazil, a nation linked to Cuba by ties of
cooperation and friendship.

A large crowd gathered at the entrance of the Othon Palace Hotel, where the
Cuban President and the delegation that is traveling with him are staying.
"Long live Cuba" and "Long live Fidel" was heard many times from the
enthusiastic crowd that went to the Hotel to see the Cuban leader to let
him know how much they appreciate Cuba.

Fidel and Governor Garotinho exchanged points of view in relation to the
world economy and the economic situation of Brazil.

Governor Garotinho gave Fidel a book titled "Rio thinks about Brazil,"
dealing with alternative projects for the South American nation in the
context of globalization. Governor Garotinho wrote the foreword of the book,
and also gave to Fidel another book about Brazilian painters.

The leader of the Cuban Revolution is traveling to South Africa heading the
delegation that will be attending the World Summit about Racism.

Wasn't this around the time Dr. Zawahiri was fundraising in this country? I wonder if there is some connection between the two visits.
