The are filing charges against the RV yard (were the La Habra 911 Memorial is) property owner (good guy) for not having city permit to park RV there!
Tell us more about that. How hard is it to get the permit?

Apparently it's pretty easy to get the permit. City officials have been working with the company for several months, but Jeff Collison, the owner, has been severely delinquent in getting the documentation in.
