I saw this some time ago, before the intellect of Secretary Rumsfeld became widely known. This is a great set of rules founded upon reason and task orientation.
It is posted for my employees. Pass it on.

Treat each federal dollar as if it was hard earned. It was -- by a taxpayer. I wish everyone in our government would remember this!

People do better in staff jobs if they have had operational experience. Listening to politicians who have never held a tool in their hands is almost comical. It would be comical if they were paying the bills.

Be precise. A lack of precision is dangerous when the margin of error is small. The margin of error for congressional budgeting and accountability is small.
