In my state, welfare 'food funds' are dispensed via a 'credit card' that is used just like a debit card in the grocery stores. No more 'food stamps' that can be sold or traded for booze and drugs.

I must admit I am not current on how te dole is doled out. But one thing I believe is a certainty, is that if there is a way to cheat on these funds, they will find a way.
