Can the second special session operate with less than 2/3 majorities in both houses? Why can't the rules of each chamber be adjusted -- just declare the members absent willfully and proceed anyway? Years ago "Czar" Thomas Reed, R-ME, as Speaker of the U.S. House did something similar when a group of recalcitrant Democrats refused to answer roll call. Reed merely declared the silent Democrats present. Well, Speaker Craddick and Lt. Governor Dewhurst could declare the absent Democrats as AWOL and proceed. Otherwise, I don't see any way around the Democrat tricks. The Democrats are shrewd, and they think thaat they have TX public opinion on their side.
