Up until the late 20'th century, 14 was a legal marrying age in many states (with parental permission). Even today, in most states kids can marry at 16 with parental consent, and some states (NH and Mass) still allow marriage at 14 (with parental consent and court approval)

As a side note, what the marring age has zero baring on the fact the JS was marrying (by force in some cases) 14 year old girls, their mothers who were still married, and dozen others.
