I disagree. I do not think he said clearly that everyone there is going to Heaven, though I do think he was speaking to the many there he thinks are. I think he was doing his duty as Pope to strengthen, feed, and console the flock.

Or is he possibly convincing some, who are not in a state of grace, of having a pass, thereby damning them?

Even if he meant what you seem to think he meant, it's wrong. Strengthening, feeding and consoling would include talk about the hope of Heaven IF one remain FAITHFUL to the CATHOLIC FAITH. He said NO SUCH THING.
