One of Pope Francis’ closest advisors, and the leader of one of the most “liberal” Catholic hierarchies in the world, has denounced “traditional” young people for wanting “to be clear in their positions,” warning that it is a path to “terrorism.” In a related interview with the Jesuit magazine America, Cardinal Reinhard Marx, the head of the German Bishops’ conference, applauded people in homosexual partnerships who want a “lifelong” relationship.
“I am astonished that most of our young people, and also Catholic homosexuals who are practicing, want a relationship that lasts forever,” Marx told America. “We must begin with the main points of the doctrine, to see the dream: the dream is to have a person say, a man and woman say, ‘You and you, forever. You and you, forever.’ And we as church say, ‘Yes, that’s absolutely OK. Your vision is right!’
“So we find the way. Then perhaps there is failure. They find the person, and it is not a great success. But life-long fidelity is right and good.”
He added, “The church says that a gay relationship is not on the same level as a relationship between a man and a woman. That is clear. But when they are faithful, when they are engaged for the poor, when they are working, it is not possible to say, ‘Everything you do, because you are a homosexual, is negative.’”

When popes, bishops priests teach in contradition to Scripture or traditional Catholic teaching, one can find authoritative teaching in the teachings of the Magesterium. The Majesterium is the non-contradictory teachings of the bishops throughout the world or gathered in an Ecumenical Council ratified by the Pope.
Divorce and re-marriage is adultery. The Church fought that battle with Henry VIII.

You don't say!!!! Partial infallibility right? I'm only infallible when I say I'm infallible kind of things?
Infallibility describes papal proclamations regarding faith and morals ‘ex cathedra’, meaning officially from the Chair of the Bishop of Rome, i.e. the Pope of the RC church.
While this is upsetting and certainly not true Christian doctrine, the quotation of Bishop Fulton Sheen is still pertinent.

The Roman Church has been in a state of crisis for going on a half century. I think things are reaching a critical stage with this new pope.
And it is not that all surprising that the world is as well. Satin has his chess pieces (pawns and useful idiots) in place, God is now starting to maneuver His followers(few as they may be at the moment). Events are going to turn ugly and will do so at light speed once the veneer completely falls off. It will be a great time for making martyrs, and a terrible era to live in for those who won’t live like one.

I'm pretty sure Vatican II speaks of a more profound understanding or words to that effect.
Gumdrop has it. Got to be an official teaching on faith or morals; got to be in agreement with the totality of existing doctrine (hence agrees with the accepted Biblical truths); and finally, is normally delivered together with relevant authoritative bishops heading curial posts, rather than all by himself. So, for example a teaching on marriage that modifies or clarifies somewhat the current Church position about homosexual relationships would be cosigned by the members of the Congregation on the Family and probably members of other groups of Bishops who advise the Pope.
