An analysis by two prominent law professors published before the election concluded that if Electoral College votes remain in dispute after they are counted in Congress, the vice president, as presiding officer of the joint session, could choose not to allow certain disputed votes. The scenario isn't entirely remote, with lawsuits challenging the results in six states and the possibility the U.S. Supreme Court could weigh in. John Yoo of California-Berkeley and Robert J. Delahunty of St. Thomas University wrote in an analysis published Oct. 19 by the Claremont Institute that Vice President Mike Pence can refuse to count some...

The usual system, in our over regulated age, is to give a coupon to be redeemed at a gun shop, which has made a deal with the car dealership or the bank. But things were simpler in 1887, when the San Francisco Chronicle a weekly, offered a pistol along with a years subscription, for $3.90.  That did not include...

It was “a practical manual designed as a companion alike to the professional and the amateur photographer.” Filled with detailed information on how to practice photography with the equipment and technologies of the time, the book also contains interesting passages that describe how the world of photography was changing.

WASHINGTON - Officials in the federal agency that oversees American Indian trust assets had an improper social relationship with an accounting firm and pressured subordinates to give the firm preferential treatment, a government investigation found. Senior managers in the Office of the Special Trustee for American Indians based in Albuquerque, N.M., golfed, drank and partied with the executives of the New Mexico accounting firm Chavarria, Dunne & Lamey, which won $6.6 million in contract work over eight years, according to the report by the Interior Department's inspector general. The investigation, first reported this week by U.S. News & World Report,...

WASHINGTON - Federal officials are investigating how National Archives documents of interest to Indians suing the Interior Department were found discarded in a trash bin and a wastebasket. The discovery came to light on Sept. 1, when Archives staff noticed federal records in one of the trash bins behind the National Archives Building near the Capitol. They notified the Archives' inspector general, Paul Brachfeld, whose staff recovered the documents. They found at least a portion of the documents were Bureau of Indian Affairs records dating to the 1950s, according to Jason Baron of the Archives' Office of General Counsel, in...
