Witnesses say they recorded video of a man attaching a 20-pound weight to a pit bull puppy then tying it to a mangrove in deep water and repeatedly dunking its head, according to WPTV. Mayda Tress told the TV station she was at Critter Beach in Tequesta with her granddaughter on Friday when she noticed what a man and teenage boy were doing to the puppy.
