An agreement that had refugees lining up to get into Canada to beat the deadline came into effect Wednesday. The Safe Third Country Agreement means that from now on, refugees who land in the United States must seek status there, rather than using it as a jumping off point to get into Canada. Refugee advocates say the agreement will shut out about 11,000 claimants — fully one-third of annual applicants — while creating a possible boon for people smugglers.
