our policies are inconsistent......have been for decades....nothing new there......but the world has profoundly changed and new perceptions will breed new methods......much like the 9/11 terrorists.....we need to respond in kind.....but what exactly that is, can not be known with the degenerate intelligence systems/ops that remained post-cold war (many of our middle east contacts were terminated in the early-mid nineties; they'd be handy now; but we're improving)......the most obvious and available response is not always the best.....but regardless, it better not be the only trick you have in your bag......understanding the nature of the problem (much like understanding your enemy) is the first step in solving it....could that be what candidate Kerry is saying? Hmmm....
