Board adds referenda against golf course to ballot The measures aim to kill a plan to build a complex on a Chesco farm. Some say the wording is broad. By Reid Kanaley Inquirer Staff Writer Voter referenda aimed at killing a Coatesville plan to create a golf course on farmland seized outside the city limits were officially placed on the Nov. 4 ballot yesterday by the Chester County Board of Elections.A city official, meanwhile, now says that wording in one of the three ballot measures is so broad that, if approved, it could prevent Coatesville from continuing police, fire, trash...

  • Please explain the (Pennsylvania) concept of "home rule" for municipalities (vanity)

A number of cities and townships in Pennsylvania have something called "home rule." Once I spoke to someone familiar with the concept, who tried to explain it to me. But I still am unclear. I DO remember that he said the relationship between the Commonwealth of PA and the municipalities is DIFFERENT from that between the Federal government and the states. Under the ?10th? Amendment responsibilities not explicitly given the federal govenment are reserved for the states (?right?). But under Commonwealth law, the state has to explicitly grant privileges to the municipality. Everything not granted to the municipality is the...

<p>WEST CHESTER -- Petitions to place three referendums on November?s ballot that threaten the City of Coatesville?s ability to proceed with its planned Regional Recreation Center were upheld in the Chester County Court of Common Pleas Tuesday.</p> <p>Judge James P. MacElree II, after approximately four hours of testimony Tuesday in the case that was continued from last week, threw out approximately half the signatures collected on each of the three petitions, still leaving enough valid ones for the referendums to proceed.</p> <p>MacElree dismissed, without prejudice, the city?s portion of the appeal that dealt with the petition?s content.</p>

As has been reported here, the Chester County city of Coatesville PA has embarked on a controversial and unpopular project to build a “recreation center” outside its limits. The location of this recreation center requires the city to condemn the farm home of Richard and Nancy Saha of neighboring Valley Township. The Sahas and their allies have been fighting the condemnation for several years now. The latest developments started about three weeks ago, when a group of Coatesville residents sympathetic to the Sahas, led by local activist and former school board member Patrick Sellers, circulated and gained signatures on three...
  • Strategy and tactics for paintball (vanity)

My church is having a retreat this weekend, and one of the activities (IIRC) is paintball. I realize that terrain will vary. However, I would be interested in getting some general strategy and tactics. Are most paintball guns single-shot (i.e. must be reloaded each time) or are some equipped with a magazine to allow multiple shots? When I was a Boy Scout, I was taught to “squeeze” rather than “pull” the trigger. Does that principle still apply? What else should people keep in mind when firing?

About 10 minutes ago I was talking by telephone with a person who works in the Westwood/Dedham area of Massachusetts, about 15-20 miles south of Boston. She said that they have no electricity where they are (and neither do nearby houses) but was unsure of Boston itself.

  • Need help finding my Outlook Express address books and mail folders (vanity)

My computer, which had been running Windows 98 SE, recently developed a problem which left the hard disk unable to boot into Windows. I have created a startup disk which does at least allow me to get to a command line prompt. I have done countless CD and DIR commands, but am unable to find my .WAB (address book) or .MBX (mailbox) files. Any help would be appreciated. Part of the problem, of course, is that the directory names are truncated. Is there a DOS-based "file search" tool that I could use, that would let me find the files? Thanks.

  • Need a simple, small external DOS-based compression program (vanity)

My Windows 98 system has a bad hard disk. However, I can get to a command line prompt on that system via a boot diskette I have created. I need to copy off a file that is larger than 1.44 mb. But of course neither COPY nor XCOPY support multiple destination diskettes. I have looked at the utility RAR but it seems pretty hard to understand. So, here is what I need: - a program that works in the command line environment that copies (compression would be great too) a file to multiple diskettes - a corresponding program that uncompresses...

Can someone tell me the steps involved? I have heard the term "declaration of taking" (which I assume is a document the city/town files with the court. I have also heard the term "first reading." How do these terms and concepts relate to each other? I also understand that the condemnee has 30 days to file preliminary objections. Would that response be to the declaration of taking? Thanks.

<p>We all remember the scene, and if not, the political strategists will remind us of it again and again. President Bush dramatically helped pilot a Navy jet onto an aircraft carrier returning home from the Persian Gulf, and the commander-in-chief who never actually saw combat was greeted as if he were a triumphant conquering hero.</p> <p>Saddam Hussein had been toppled. The United States and its allies had prevailed.</p> <p>"Major combat operations in Iraq have ended," the President declared, his voice cracking with emotion.</p>

I think we could make a powerful statement if we do things right. I wonder though, about the location. Do we have it at the Chinese embassy, or the Mall? Should it be just a rally, or a march too? Is the distance from the embassy to the mall too far for walking? What did the Iraqi freedom event do in this regard? I believe I can get a contingent from Philadelphia.

I would appreciate knowing the following information on getting from Brownsville to the Harlingen area. - How clear are any signs that will guide drivers from Brownsville/South Padre Island Airport to US 77 north? - After I have left the Brownsville area, and am driving north on US77, will I be able to get onto Ed Carey Dr., going north? I want to make sure that it's not a case of two highways passing over and under each other, with no ramp connections. Thanks.

We have a laptop computer that runs Windows ME. It is running out of space. We deleted a number of large files from the \Windows\temp file, and for a few minutes recovered a great deal of space. But later, we were right back to a "minimal available space" condition. What was going on here? I know that using Windows Explorer, I can (within a folder) sort files by size. However, I am more interested in having the files listed by file size REGARDLESS of which folder they're in. How can I do so? Thanks.
  • (Vanity/question) Am unable to save (using Microsoft Paint) an image in .JPG format

Until about 10 minutes ago, I was able to save, in .JPG format, images that were sent to Microsoft Paint from my scanner. Now, all of a sudden, when I save an image, the ".JPG" option is GONE. All I have now are various colors of bitmap .BMP or GIF format (.GIF) which causes a degradation of picture quality. I CAN open a .JPG file. But when I attempt to close it, I get messages described below. I am using Windows 98 on a Dell Insprion 5000 computer with 700 mHZ. Thanks
