The Daily Caller headline turns that into:
Trump Admin Is Considering Using Amazon Echo And Apple Watch To Determine If Citizens Should Own A Gun
WaPo says “Supporters see the plan as a way President Trump . . . “. Daily Caller turns “plan for Trump” into “Trump considering” making it look like Trump is going to the Dark Side.

No, they are not. From the link you provided (2nd paragraph):
