<p>WASHINGTON — Fraud in immigration benefits is pervasive and poorly investigated, congressional investigators say.</p> <p>Employees of the Immigration and Naturalization Service believe some applicants are using the benefits to commit terrorist or other violent crimes or for drug trafficking, said the report released Friday by the General Accounting Office.</p>

<p>The Bush administration is pushing Congress to act on the president's plan for granting amnesty to millions of Mexican workers living and working illegally in the United States.</p> <p>Amnesty and the related "guest-worker" issue have surfaced anew partly because Mr. Bush is preparing once more to take up the matter with Mexican President Vicente Fox in Monterrey, Mexico, on March 22.</p>

<p>When it comes to illegal immigration, we as a society often seem to be working at cross-purposes.</p> <p>For example, on one hand the taxpayers are giving the Immigration and Naturalization Service hundreds of millions of dollars to try to make it harder for people to be illegal immigrants.
