    Miami Dade and Palm Beach not included here: I work in elections and a number of times in central counting. Machines record the number of undervotes but do not kick them out. All counties know what the undervote number is because that number is listed on the computer sheets but those ballots are mixed with all the others. All counties in Florida now have to hand count undervotes. Persons wishing to be candidates for office have a deadline to get their paperwork in to the Chairman. All paperwork must be submitted by that time, being "accepted" by the Chairman.
