    Is it just me, or are others dealing with pop up ads that make it impossible to navigate the page? I thought this was the purpose of the quarterly fundraiser, to make these ads not necessary.

    In February '04 my wife gave birth to a son who suffered a massive brain injury 12 hours after birth.     I've had some interesting discussions regarding the efficiency of our present senate and one thing that keeps popping up is the issue of civil service protections being the issue that holds up the homeland security bill. It is my understanding that President Bush is proposing the consolidation of agencies to form the homeland security department. This requires the restructuring of these departments and the issue is giving the President the power and control of these agencies.
