Rep. Ed Royce, R-Fullerton (Ca) last week continued his often-quixotic mission to strip the federal government to its bare essentials. His latest effort came when he told Secretary of Energy Bill Richardson, during a House International Relations Committee meeting, that the Energy Department was "a duplicative boondoggle" and should be abolished. Royce has also introduced a bill to abolish the $17.8 billion agency.
